Vintage R.F.D. No. 71 Falconer NY Fob? US Mail Collectibles

Vintage unmarked sterling silver? pendant, fob or dog tag. I tried researching this piece and did not come up with much. I did find a W. J. Barhite who lived in NY and who has passed.
It has a beaver at the top which was used to indetify the area and was used in the late 1800's and early 1900's.
It may be a US mail or fire dept. piece? Or a dog tag! It is VERY old.
It measures 1 3/4" long and weighs 5.2 grams.
Any info on this piece would be appreciated!
